The City Council of Vic has opened a citizen participation process to define the regulation of the Consell de Barris, a new body that will channel community demands.
The City Council of Vic has launched a prior public consultation for the drafting of the regulation of the Consell de Barris, a participation body established under the Pla de Barris 2025-2029. The process, which will take place from 23 July to 21 August 2026, aims to gather the opinions of citizens, neighbourhood associations, and city entities before drafting the final text.
The consultation is conducted through the City Council's participation platform, as established in Article 133.1 of Law 39/2015 on common administrative procedure. The instructions governing the process were approved by Mayoral Decree on 24 October 2025. Interested parties can submit proposals and comments on the designated portal.
The Consell de Barris of Vic is shaping up to be a stable participation space that will allow discussions on municipal actions affecting the neighbourhoods, the village of Guixa, and the city as a whole. The aim is to improve communication between the council and the community, as well as to increase transparency in decisions that impact the daily lives of residents.
Once the consultation is completed, the contributions received will be analysed and integrated into the final drafting of the regulation. The text will be submitted for initial approval by the Municipal Plenary during the upcoming autumn. If approved, a public information period will be opened before the final approval.
The new regulation aims to provide the Consell de Barris with a consensual regulatory framework that ensures its proper functioning. This body will become the reference tool for channeling community demands and coordinating municipal actions in the various neighbourhoods of Vic, including the nucleus of Guixa.
The initiative is part of the rollout of the Pla de Barris 2025-2029, which has already defined the strategic lines of action in the city. With this participatory process, the City Council seeks to engage citizens in defining the rules of the new body, ensuring that it meets the real needs of residents.
