Ripollet aims for 25 million from the Pla de Barris with 34 projects in Maragall, Pont Vell, Can Mas and Centro, including a new library, river renaturalisation and accessibility improvements.

The Ripollet Town Council has presented the project 'Ripollet connects. People-Rivers-Future' to the Pla de Barris i Viles 2026-2031 call from the Generalitat. It includes 34 projects valued at 25 million euros, with a possible subsidy of 60%.

The Ripollet council has put forward an ambitious urban and social transformation plan that, if approved, would mean an injection of up to 15 million euros from the Generalitat. The project, named 'Ripollet connects. People-Rivers-Future', covers the neighbourhoods of Maragall, Pont Vell, Can Mas and Centro, which have the lowest per capita income in the municipality.

A commitment to social cohesion and renaturalisation

The mayor, Luis Tirado, explained during the presentation that the selected area has the lowest per capita income in Ripollet, making it ideal for applying for aid that requires being below the Catalan average. The plan is not conceived as a peripheral action, but as a city investment capable of rebalancing the municipality and redefining the relationship with the Ripoll and Sec rivers.

The 34 projects are grouped into three areas: physical transformations, ecological transition, and socio-community action. Among the most notable is the construction of a new library and adult school in Can Mas, with a budget of 5.05 million euros, and the expansion of the Cultural Centre, which will cost 3 million.

“This entire area has the lowest per capita income when compared to other neighbourhoods in the northern area, and therefore we consider it the most suitable,” said Tirado.

Reurbanisation and accessibility, physical priorities

In the urban planning chapter, the project includes the reurbanisation of the carrers de la Lluna, Ceranova i Casanovas (1.97 million), improving accessibility on sidewalks (1.84 million), and the channeling of rainwater into the sewage system (413,000 euros). An additional 600,000 euros is allocated for grants to resolve structural problems in homes, such as aluminosis, and another 600,000 for improving accessibility in homes.

The ecological transition includes the renaturalisation of the Ripoll river area (1.93 million) and the creation of green infrastructure worth 3.04 million. Additionally, 600,000 euros are earmarked for the removal of asbestos cement, an endemic problem in many old homes in the municipality.

Socio-community action: culture, education and health

The social area encompasses 8.24 million euros, with allocations for coexistence, gender equality, health and sports, and a strong push for education, culture and language, amounting to 5.36 million. A Local Office of the Pla de Barris will also be created, costing 1.84 million, to manage and coordinate all the actions.

The total project amounts to 23.16 million in direct actions, plus the 1.84 million for the office, totalling 25 million. The Generalitat could finance up to 60%, which would leave the Town Council with a contribution of around 10 million. The resolution of the call is expected in the coming months, and if favourable, works could begin throughout 2026.

For the residents of Ripollet, the plan represents an opportunity to see tangible improvements in their daily lives: more accessible streets, new cultural facilities, a restored natural environment, and aid to rehabilitate their homes. The council hopes that the proposal, which connects people, rivers, and the future, will be the key to transforming the city.
