The Barcelona City Council has launched a visibility campaign on La Rambla to warn 210 operators about possible infractions regarding facades, terraces, and signage. The preventive phase will last until September, and in October, sanctioning inspections will begin.
The Barcelona City Council has initiated a preventive inspection of all businesses and terraces on La Rambla, as part of the urban redevelopment works that will be completed in the first quarter of 2027. A total of 210 operators have already received letters from the council informing them of the process, which starts this week with visits from visualizers from the Municipal Institute of Urban Landscape (IMPU).
The initiative, coordinated by the Ciutat Vella district and the IMPU, aims to organise the external image of establishments before the transformation of the thoroughfare is completed. According to municipal sources, the first phase will focus on the voluntary adaptation of businesses, offering advice on urban landscape regulations, terraces, and signage, as well as potential financial aid.
A reform that goes beyond the asphalt
The district councillor, Albert Batlle, has emphasised that the action is not limited to the surface: "We do not want to change just the skin; we also want to change the face of the shops and restaurants." Batlle has insisted on the shared responsibility of operators and announced that the City Council will assist owners in making the necessary adaptations before the works are completed.
The IMPU visualizers will review compliance with the Urban Landscape Use Ordinance, the terrace regulations, and the signage and advertising regulations of the Generalitat. Language support will also be offered to incorporate Catalan into commercial communication, and information will be provided on grants for facade improvements.
From prevention to penalties in autumn
The preventive phase will extend until September, during which establishments can correct deficiencies without fines. Starting in October, the City Council will begin a specific inspection campaign for those who have not adapted, with potential penalties. The municipal goal is to avoid a punitive purge and encourage voluntary adaptation.
For residents of the province of Barcelona, La Rambla is a tourist and commercial reference, and the reform aims to return the promenade to the citizens. Affected merchants and restaurateurs should pay attention to the letters from the council and the visits from the visualizers, who have already begun to traverse the thoroughfare. Those who do not comply will face stricter inspections in autumn.
