The Sant Feliu de Llobregat Plenary has given the green light to the urban planning of the Ecodistrict, which will be built on the land freed up after the undergrounding of the railway tracks. The project includes 748 homes, of which 514 will be protected, as well as new facilities such as a Justice Palace and a theatre.
The Sant Feliu de Llobregat Plenary has initially approved the urban planning of the future Ecodistrict, an ambitious project that will transform the city centre on the land freed up after the undergrounding of the railway tracks. The ordinary session in July took the first step towards defining the development of this new central space, which will integrate housing, public facilities, green areas, and new mobility infrastructures.
With this procedure, the City Council establishes the urban framework that will govern all planned actions in the area, aiming to ensure a development consistent with the city model designed for the coming years. The project reserves 35,696 square metres for new public facilities and another 29,139 square metres for green areas, creating a large green corridor that will run through the future neighbourhood.
Among the main infrastructures planned are the future Justice Palace, a municipal theatre, a Primary Care Emergency Centre (CUAP), and the expansion of both the Municipal Complex and the Juan Carlos Navarro Pavilion. These services will complement the existing facilities in the area.
In terms of housing, the planning includes the construction of 748 homes, of which 514 will be officially protected. The distribution includes 160 protected homes for purchase, 154 for rent, and 200 social housing units, aimed at meeting various social needs. The commitment to protected housing seeks to facilitate access to housing for the residents of Sant Feliu de Llobregat and to consolidate a more inclusive city model.
The design of the Ecodistrict incorporates a new avenue that will connect both sides of the city following the removal of the railway barrier. Additionally, it promotes more sustainable mobility through new roads adapted for public transport and other modes of transport, alongside a continuous system of green spaces. According to the City Council, this development will improve the supply of protected housing, increase public facilities, and create a new urban axis with environmental and economic sustainability criteria.
The initial approval of the planning was passed with the favourable votes of the governing team and the abstention of the other municipal groups. During the session, it was also reported that the process to transfer the municipal plot where the future Justice Palace will be built has begun.
In the same plenary session, it was unanimously approved to grant the Mocador d'Honor 2026 to Sant Feliu resident Ángel Merino Benito, who served as Culture Councillor from 1983 to 1991 and as Mayor of Sant Feliu de Llobregat from 2000 to 2003. The recognition honours his career in favour of popular culture and citizen participation, as well as his role in promoting this distinction and various initiatives linked to the Autumn Festival. He will receive the award on October 8, coinciding with the start of the festivities.
The corporation also gave final approval to the liquidation of the municipal budget for 2025, which closed with a positive result of €7,714,029.71, higher than the previous year. The treasury surplus increased to €8,493,781.93, while net savings reached €5,448,705.57. At the same time, municipal debt decreased from €17.96 million to €10.85 million, consolidating the improvement of the financial situation of the council.
Among the agreements adopted during the session was the initial approval of the project and ordinance for the future Low Emission Zone (ZBE). The measure was passed with the support of the municipal government and Esquerra Republicana, the abstention of Comuns and PP, and the vote against Vox. The City Council will apply a moratorium for residents of Sant Feliu de Llobregat, meaning that penalties will not begin to be imposed until March 1, 2029.
Furthermore, the Plenary definitively approved the executive project to remodel the Vilafranca passage in the Falguera neighbourhood, which will allow the bidding for the works to begin soon. During the session, the annual report of the Síndica de Greuges was also presented.
The Ecodistrict is shaping up to be one of the most significant urban projects in recent years in Sant Feliu de Llobregat, with a direct impact on the quality of life of residents. The transformation of the land freed up by the undergrounding of the tracks will stitch the city together and generate a new activity hub. The next steps include processing the objections and the final approval of the planning, expected in the coming months.
