The Barcelona City Council has begun processing the new Integrated Public Space Maintenance Contract (COMIEP), which for the first time unifies roads, pavements, furniture, and signage into a single management system and doubles the annual investment from 20 to 40 million euros.
The Barcelona City Council has launched the processing of the new Integrated Public Space Maintenance Contract (COMIEP), a model that will transform urban maintenance management. The aim is for the contract to come into effect on June 1, 2027, with an initial duration of three years and the possibility of two annual extensions for a maximum of five years (3+1+1).
One of the main innovations is the increase in investment allocated to ordinary maintenance, which rises from 20 to 40 million euros annually. This increase will expand the municipal response capacity and ensure that no element of the public space goes without assigned maintenance, improving the response to incidents, especially in safety, urgent repairs, and preventive conservation.
The new model represents a structural change in the management of the city's daily maintenance. For the first time, the maintenance services for roads, pavements, urban furniture, and signage are unified under a single contract, as well as the technical direction, technical assistance, and coordination in safety and health. This centralized system simplifies administrative management and improves the efficiency of municipal resources.
The contract is organized into 14 lots, grouped into three large functional blocks according to specialization and territorial scope. The first group includes the maintenance of pavements and urban furniture, distributed across 10 lots corresponding to the 10 districts of the city, managed directly by the municipal districts.
The second group corresponds to the maintenance of road pavements and joints, divided into two territorial lots coordinated from the Public Space area. The third group includes the comprehensive maintenance of vertical and horizontal signage, also in two lots managed centrally by Public Space.
At the same time, a new governance model is being promoted that strengthens municipal coordination through centralized management with shared responsibilities, led by the Public Space area and articulated through a new Maintenance Coordination Table, with participation from the districts and municipal technical services.
This system will provide a more homogeneous image of urban maintenance, ensuring common standards throughout the city. The grouping of services into a single large contract will facilitate economies of scale that will help optimize costs and improve economic efficiency. It will also reduce the number of actors and contracts involved, simplifying administrative management and speeding up operational response.
The new model complements actions taken in recent years through the Comprehensive Maintenance Program (PMI) and consolidates the city's commitment to strengthening ordinary maintenance within the framework of the Endreça Plan. In 2026, the comprehensive maintenance of public space has increased investment and actions, with over 1,300 maintenance and renewal actions and 36 transformation actions, with a planned investment of over 200 million euros.
For the residents of Barcelona, this new contract will mean an improvement in the speed of response to incidents in public spaces, such as potholes, broken streetlights, or damaged signs. The unification of services will avoid duplications and allow a single company to coordinate all repairs in an area, reducing inconvenience to citizens. Results are expected to be visible from the summer of 2027, when the contract is fully operational.
