The city councils of Badalona and Sant Adrià de Besòs have presented a joint application to the Pla de Barris of the Generalitat to transform seven neighbourhoods with an investment of 25 million euros.
The city councils of Badalona and Sant Adrià de Besòs have taken a historic step in their collaboration by jointly presenting the application 'Reweaving borders: Weaving community' for the 2026 call of the Pla de Barris i Viles of the Generalitat of Catalonia. The project, which involves a total investment of 25 million euros, aims to transform seven neighbourhoods located on the border between the two municipalities.
The proposal, which covers the period from 2027 to 2031, includes 27 actions and requests funding of 12.5 million euros from the Urban, Environmental and Social Recovery Fund for Neighbourhoods and Villages of Special Attention of the Generalitat. The other half of the budget would be covered by municipal contributions and other funding sources. The application is pending resolution by the Government.
The area of action encompasses more than 33,000 inhabitants. In Badalona, the benefiting neighbourhoods are Artigues, el Remei, Sant Roc, Sant Mori de Llefià, and Sant Antoni de Llefià. In Sant Adrià de Besòs, interventions will take place in Sant Adrià Nord and Sant Joan Baptista. Both councils highlight that these neighbourhoods form an urban continuum where the administrative border has little impact on the daily lives of residents.
The plan allocates 7.13 million euros for the physical transformation of the environment. Among the main initiatives is the creation of a community facility for socio-labour training in the former Firefighters' building of Badalona. In Sant Adrià, the demolition of the old Telefónica building is planned to prepare the space for a future facility for elderly people, as well as the promotion of an urban innovation hub in Can Rigalt.
There are also provisions for subsidies to remove asbestos roofs and rehabilitate façades, grants to install elevators and improve accessibility in Badalona, and a joint action to increase the energy efficiency of public lighting. The ecological transition will concentrate an investment of 7.15 million euros.
Among the actions planned in this area are the creation of climate shelters in schools and civic centres, the adaptation of Parc de les Cometes to climate change, the improvement of active mobility on Calle Xile, and the renaturalisation of the Pollancreda promenade. The programme also includes actions to strengthen green infrastructure in the Remei neighbourhood, promote the circular economy in the municipal market of Sant Adrià, and encourage more responsible waste management.
The largest allocation of the project, with 8.72 million euros, is dedicated to socio-community actions aimed at reducing inequalities and strengthening social cohesion. Among the planned measures are support programmes for homeowners' communities, expanded assistance for homeless individuals, educational and coexistence interventions, services aimed at vulnerable women, a family school, and the expansion of babysitting services.
Actions to promote youth health, modernise sports facilities, and projects to boost inclusive physical activity are also included. The two city councils consider a coordinated strategy necessary to jointly address the needs of the territory, given that residents share facilities, mobility, economic activity, and social challenges.
The resolution of the call by the Generalitat is expected in the coming months. If approved, the actions would begin to be implemented from 2027, with a direct impact on the quality of life of more than 33,000 residents of Badalona and Sant Adrià de Besòs.
