The ordinary Plenary of July, held this Friday 24th at 1 PM, includes the final approval of the Mobility Ordinance and the initial approval of the Civility Ordinance, which will regulate terraces, public space, and coexistence.
The Castelldefels City Council is holding its ordinary monthly Plenary on Friday 24th July at 1 PM, with an agenda that includes two key regulations for coexistence and mobility in the municipality: the final approval of the Mobility Ordinance and the initial approval of the amendment to the Civility Ordinance. Both texts update the regulations on terraces, public space occupation, and measures against incivility and noise disturbances.
The session, which will be broadcast live on Ràdio Castelldefels 98.0 FM, the municipal website (castelldefels.org), the YouTube channel, and the screen in the Church square, will also have real-time updates through the City Council's X account. Residents who wish to attend in person can do so in the Plenary Hall until capacity is reached.
In addition to the ordinances, the Plenary will address other internal management matters, such as presenting the control report from the auditing body on the action plan to correct deficiencies in internal control for the 2024 fiscal year (PACF 2025), as well as the partial modification of the job classification and the second partial modification of the staff template for 2026. Requests for compatibility submitted by municipal staff will also be resolved.
In the fiscal area, the new Fiscal Ordinance number 28 will be submitted for approval, which regulates the surcharge on the Tax on Stays in Tourist Establishments (IEET), a measure that will affect tourist accommodations in the municipality. Additionally, the City Council will vote on joining the system for optimising local public procurement from the Barcelona Provincial Council, aimed at improving efficiency in contracting.
Another highlighted point is the initial approval of the regulation of the Municipal Education Council of Castelldefels, a participatory body that seeks to involve the educational community in local policies. The final approval of the Local Police's weapons regulation will also be granted, updating the rules on the use and control of these resources.
In terms of civil protection, the Plenary will initially approve the Unique Municipal Civil Protection Document (DUPROCIM), an instrument that outlines the risks and emergency measures for the municipality. Furthermore, medals for dedication to police service and other public recognitions will be awarded, and the recovery of a municipal public asset located in Polygon 6, Parcel 140 will be initiated.
Within the control and oversight section, the Plenary will be informed of the main resolutions from the Mayor's Office, the Local Government Board, and the delegated councils. During the motions turn, the Municipal Group of ERC-AM will present a proposal for a heritage model serving the citizens.
The session will conclude with urgent matters that may arise and the turn for requests and questions, where residents and municipal groups can raise issues with the governing team. The final approval of the Mobility Ordinance and the initial approval of the Civility Ordinance will mark a turning point in the regulation of public space in Castelldefels, aiming to improve coexistence and sustainable mobility.
