The City Council of Barcelona opens on September 15 the call for €600 grants to replace combustion scooters with electric ones. The program, endowed with €5.2 million until 2028, aims to decarbonise urban mobility.
Barcelona activates from September 15 a new line of €600 grants per scooter to encourage the switch from combustion vehicles to electric ones. The call, approved by the municipal Government Commission, will be open until September 30, 2028, and has a budget of €5.2 million.
All individuals and companies registered in the Catalan capital who have purchased an electric scooter and scrapped a combustion one will be eligible, provided both operations have been carried out from March 1, 2026. The amount of the grant will be €600 per new vehicle, with a limit of 50% of the price excluding VAT.
The measure is part of the Pla Clima, the municipal strategy to decarbonise the city, which foresees a total investment of €1.8 billion until 2030. The goal is to reduce more than one million tonnes of CO₂ in five years and electrify the scooter fleet, a segment that has so far been excluded from renewal programs by the authorities.
According to municipal data, there are about 32,000 registered scooters in Barcelona, of which approximately 8,000 are electric and 24,000 are combustion. However, only about 18,000 are regularly used and generate nearly 3,000 tonnes of CO₂ per year.
“We believe that the program will have a significant impact on reducing pollutant emissions in the city,” explained the Deputy Mayor for Economy, Jordi Valls, who highlighted that nitrogen dioxide levels are already well below the EU limit for 2030.
To facilitate the procedures, individuals will only need to present proof of purchase of the electric scooter and the scrapping certificate of the combustion vehicle. The municipal deposits of Barcelona's Serveis Municipals (BSM) offer a free scrapping service and provide a valid certificate to apply for the grant.
The complete program, which also includes grants for the installation of battery exchange stations, has a total budget of around €15 million for the period 2026-2030, aiming to renew 24,000 scooters and deploy 64 new stations. The call for grants for these infrastructures will be announced soon, following the initial approval of its bases on July 24, which are now in the period for objections until August 24.
The initiative is supported by entities from the Motorcycle Observatory, such as Anesdor, Motoristes per Barcelona, and the P(A)T, who have long been calling for measures to electrify this type of vehicle.
