The prior consultation, conducted through the Participa 311 platform, will allow residents and involved parties to submit their proposals until August 3, 2026.
Why is the ordinance being modified?
The current ordinance came into effect on July 3, 2019, and after seven years of implementation, the council considers it necessary to update it to adapt to the new needs of the city. Among the points to review are the regulation of advertising elements, awnings, shop window and facade lighting, and the integration of solar panels into the urban landscape. It also seeks to resolve regulatory contradictions and clarify interpretations that have caused doubts among professionals in the sector.
According to municipal sources, the modification aims to harmonise the city's aesthetics with the demands for sustainability and energy efficiency, a balance that is not always easy to achieve. “We want Vic to be a benchmark in landscape quality, but also for businesses and residents to adapt to new trends without bureaucratic hurdles,” say those from the Territory department.
How to participate in the consultation
Participation is exclusively channelled through the Participa 311 platform, where interested parties can leave their comments and suggestions from July 20 to August 3. The form is open to all citizens, but commercial establishments, neighbourhood associations, and design and architecture professionals are also encouraged to participate, as they will be the most affected by the regulatory changes.
Once the deadline closes, the City Council will publish a report with all contributions received and will forward them to the Study Commission of the Territory department for evaluation. Each proposal will receive an individualised response, indicating whether it has been accepted, partially accepted, or rejected. “It is a transparent and participatory process, where all voices matter,” assure those from the council.
What will happen next
After the consultation phase, the drafting team will prepare a draft of the new ordinance, which must be initially approved by the municipal plenary. Subsequently, a public information period of at least 30 days will be opened, during which objections can be submitted to the specific text. Finally, the plenary will definitively approve the modification, which will replace the current ordinance from 2019.
