The Plenary of the Rubí City Council officially confirmed this Thursday the definitive approval of the Noise and Vibration Regulation Ordinance, after receiving no objections during the public exhibition period. The regulation, which replaces the previous good neighbourliness regulation, introduces acoustic zoning and a sanctioning regime.
The Plenary of the Rubí City Council reported this Thursday on the decree of definitive approval of the Noise and Vibration Regulation Ordinance for the municipality, after no objections were submitted during the public exhibition period. The new regulation recognises noise as one of the main concerns of citizens, as it affects quality of life and can have harmful effects on health and behaviour, both individually and socially.
The scope of application of the ordinance covers any installation, machinery, construction project, neighbourly relations, citizen behaviour, or public or private activity that is likely to generate acoustic pollution from noise or vibrations. The regulation establishes acoustic zoning, limitations according to the type of activity, an inspection and control system, and a sanctioning regime.
The new ordinance provides a specific perspective on the issues arising from noise and vibrations, which until now was only subject to the Good Neighbourliness and Public Space Use Ordinance. With this regulation, the council aims to prevent and correct acoustic pollution more effectively.
During the same plenary session, which was the last before the summer holidays, Rafael Cuesta Correderas took office as the new socialist councillor, replacing Víctor García Correas. Cuesta joins the group of the Partit dels Socialistes de Catalunya (PSC) in the Rubí City Council.
In the procedural section, the Plenary also addressed two points related to the improvement works on the structure of the underground car park in Salvador Allende square, which have recently begun. On one hand, the declaration of emergency for this action and the awarding of associated contracts were reported. On the other hand, a budget modification of €1.2 million was approved to make the works possible. This point was passed with favourable votes from the government team (PSC and En Comú Podem) and Vox; votes against from the Popular Party; and abstentions from Esquerra Republicana de Catalunya (ERC), Veïns per Rubí (VR) and the Alternativa d'Unitat Popular (AUP).
The Plenary also validated the allocation of nearly €3 million from the 2025 surplus for the early repayment of debt, with votes in favour from the government team, Vox, PP and VR; and abstentions from ERC and AUP. With the same voting pattern, another budget modification was approved that allows funding for various projects lacking financing due to the situation of extended budgets. Thus, €487,000 will be allocated to different applications for Parks and Gardens, Commerce, Employment Promotion, and Ràdio Rubí Serveis Audiovisuals.
Additionally, the conversion to a nominative subsidy of the resources that the City Council allocates to the Fons Català de Cooperació al Desenvolupament was approved, to continue responding to the objectives of the 2022-2026 Development Cooperation Master Plan. In this case, all groups voted in favour except ERC, which abstained.
The City Council also approved the renunciation of the existing easement on the stairs connecting a building on the promenade of Les Torres with the square of Louis Braille, with the aim of allowing the neighbourhood to close this passage, as requested, thus resolving a coexistence issue. All municipal groups voted in favour except AUP, which abstained.
In contrast, the modification of the Relationship of Jobs (RLT) proposed by the municipal government to reconvert a series of positions to respond to unforeseen needs arising from the reorganisation of certain services of the corporation was rejected. The votes in favour from the government team (PSC and ECP) and the abstentions from VR were not sufficient against the votes against from ERC, Vox, PP and AUP.
The Plenary also approved a motion presented by ERC calling for the construction of a new outdoor municipal swimming pool in Rubí. The proposal argues that the city has only one facility of this kind, which is considered insufficient to meet the needs of the population during the hottest months. The motion proposes commissioning a feasibility study to define possible locations, costs, and management models, incorporating the project into urban planning and municipal equipment, and seeking external funding. It also suggests providing free access to the Can Rosés pool during officially declared heatwaves, designing the new facility as a strategic infrastructure for climate change adaptation, and promoting a pricing policy with social criteria. The proposal received votes in favour from all groups except the government team (PSC and ECP), which abstained.
Furthermore, the PP saw its motion validated, requesting the City Council to ask the Universitat Politècnica de Catalunya (UPC) for the transfer of land for the expansion of the Rubí industrial estate, a long-standing demand from the local business community.
