The Rubí City Council has presented an ambitious plan of 42 actions for the Les Torres neighbourhood, with an investment of €22.5 million. The project is applying for funding from the Generalitat as part of the Neighbourhoods Plan.
The Rubí City Council registered this Friday the application for the Comprehensive Intervention Programme for the Les Torres neighbourhood to the second call of the Neighbourhoods and Villages Plan of the Generalitat. The project, with an investment of €22.5 million, includes 42 actions in three areas: urban transformation, ecological transition, and community action.
The initiative aims to reduce territorial and social inequalities in one of the most vulnerable areas of the city. The programme, which will be implemented over a period of five years, is part of the commitments of the government team's mandate plan. Obtaining the regional grant would allow for the acceleration of the works, but the council has already committed to executing them regardless of the outcome of the call, expected in October.
The Neighbourhoods and Villages Plan of the Generalitat mobilises €1.6 billion between 2025 and 2029, of which €1 billion is provided by the Government and the rest by the municipalities. Rubí aims to capture a portion of these funds to finance its flagship project of the mandate.
42 actions to renew the neighbourhood
The programme is structured around three main axes. In urban transformation, with 16 actions and €18.7 million, the plan includes the remodelling of squares and streets to make them more accessible, safe, and comfortable, as well as the rehabilitation of homes and improvements in energy efficiency. In ecological transition, with 11 actions and €1.3 million, green spaces will be expanded and connected, measures for climate change adaptation will be promoted, and sustainable drainage systems will be incorporated. In community action, with 15 actions and €1.5 million, programmes for coexistence, equal opportunities, education, culture, community health, and labour insertion will be launched.
The proposal is based on a technical and participatory diagnosis that identifies the main challenges of the neighbourhood: the ageing housing stock, the need to renew public spaces, adaptation to climate change, social cohesion, mobility, and economic revitalisation. A specific office for the Neighbourhoods Plan will coordinate the monitoring and execution of the project.
Community presentation in September
The process will continue in September with an open day in Les Torres, where the City Council will present the programme to the residents, explain the planned actions, and share the roadmap for the coming years. The mayor, Ana María Martínez Martínez, emphasised that
“this programme represents a firm commitment to Les Torres and to the city as a whole. We have defined an ambitious, realistic project that has been developed from an understanding of the neighbourhood and its needs. If the Generalitat grants us the funding, we will be able to accelerate this transformation; if not, the City Council's commitment to Les Torres remains intact because this intervention is part of our city project.”
With this application, Rubí seeks financial support for one of the most relevant urban and social transformation projects of the mandate, aiming to improve the quality of life for residents and strengthen the future opportunities of Les Torres. The outcome of the regional call will be known in October, but the council is already working on the execution of the plan, which will proceed regardless of the result.
