Raúl Moreno (Santa Coloma de Gramenet, 1978) will be the new Minister of Social Rights and Inclusion, replacing Mònica Martínez Bravo. He is the first social educator to hold this position in the Generalitat government.
The former secretary general of the Ministry of Social Rights and Inclusion, Raúl Moreno, has been appointed the new minister of the department, as confirmed by the government. A native of Santa Coloma de Gramenet, Moreno becomes the first social educator in history to lead this area, a profile that breaks with the tradition of qualifications such as Law or Economics that have typically occupied these positions.
From the streets of Santa Coloma to the Executive Council
Moreno began his career as a sociocultural facilitator and social educator in third sector organisations, before making the leap into municipal politics. In 2003, he joined the PSC lists in his hometown, and from 2009, under the mayoralty of Núria Parlon, he became one of her trusted men. He served as a councillor in Santa Coloma for 12 years, where he forged his bond with the city.
His institutional career continued in the Parliament of Catalonia, where he was a deputy from 2015. There, he actively participated in the reconstruction of the PSC after poor electoral results and specialised in social policies. He was the rapporteur for the guaranteed citizen income law, unanimously approved in 2017, and for the law on food waste prevention.
A profile of consensus and discretion
Moreno has built connections with deputies from other groups in a political context marked by the 'procés', standing out for his non-confrontational profile. As deputy spokesperson for the socialist group since 2021, he has established himself as a trusted leader of president Salvador Illa, who appointed him secretary general of the ministry in August 2024.
In his role as number two of the department, he has managed the DGAIA crisis and promoted the Social Third Sector law, approved in May 2025, and the law on the elderly, currently in parliamentary processing. His appointment as minister represents a recognition of his career and his management capacity in the social sphere.

The appointment of Raúl Moreno has a special significance for Santa Coloma de Gramenet, the city where he was born and where he began his political career. Neighbours and social collectives have positively valued that a grassroots professional has reached the top of the government, at a time when inclusion and social rights policies are a priority.
