The Berga City Council has approved the new Local Plan for Adolescence and Youth for the period 2026-2029, a document that defines municipal policies aimed at young people over the next four years.
The Berga City Council has given the green light to the new Local Plan for Adolescence and Youth 2026-2029, a strategic document that will guide municipal policies aimed at adolescents and young people over the next four years. The plan, approved by mayoral decree in June 2026, seeks to address the main challenges facing the youth of the region.
The document has been developed through a broad participation process involving young people, educational centres, entities, municipal staff, political groups, and various social agents in the municipality. The Youth Department has been responsible for its drafting and coordination.
113 actions across twelve axes
The plan includes 113 actions implemented across twelve areas of action, covering health and healthy habits, employment and housing, as well as leisure, sports, equality, culture, participation, facilities, public space, ecological transition, education, and training. Of these actions, 67 are continuations of existing projects or services and 46 are new.
The document incorporates gender perspectives, social inclusion, interculturality, environmental sustainability, and youth participation in a transversal manner, aiming to ensure that all young people in Berga can develop on equal opportunities.
A diverse and active youth
Currently, Berga has 4,644 individuals aged between 12 and 34, representing 25.77% of the total population. The diagnosis carried out between April and October 2025 outlines a diverse and dynamic reality, with an active and committed youth, but also facing difficulties related to access to housing, emotional health, job opportunities, and the need for more spaces for participation and leisure.
Among the conclusions of the diagnosis, the need to strengthen resources for emotional health and overall well-being stands out, consolidate the Espai Jove as a reference facility, expand opportunities for youth participation, create safe and inclusive leisure spaces throughout the year, and enhance direct communication channels between the administration and youth.
The plan is structured around four main areas of work: well-being, territory, transformation, and emancipation. Through these, actions will be deployed to promote physical and emotional health, facilitate personal autonomy, strengthen participation, boost training and employment opportunities, promote equality and inclusion, and consolidate meeting spaces.
Continuity with the previous plan
The new plan continues the work developed during the 2020-2024 period. The evaluation of the previous plan shows an execution rate of 89.79%, a figure that evidences the consolidation of municipal youth policies and the commitment of the council to the young population.
With the approval of this new plan, the council reaffirms its commitment to adolescents and young people, placing them at the centre of public policies and working to build a city with more opportunities, more participation, and a better quality of life for all.
