The Granollers City Council has presented the Local Housing Plan 2026-2031, with an investment of nearly 23 million euros. The document includes 45 actions to expand the affordable housing stock, promote rehabilitation, and strengthen public management.
The rental price in Granollers has skyrocketed by 62% since 2014, reaching an average of 774 euros per month. This is one of the conclusions from the diagnosis accompanying the new Local Housing Plan 2026-2031, presented this Tuesday by Mayor Alba Barnusell at the flats on the promenade of Muntanya.
The plan, which has been developed over a year and a half with the collaboration of the Barcelona Provincial Council and citizen participation, defines 45 specific actions with a timeline, budget, and monitoring indicators. The total planned investment amounts to nearly 23 million euros.
Diagnosis and objectives of the housing plan
The document is based on a detailed analysis of the residential reality of Granollers. According to the study, rents have risen by 62% in twelve years, placing the city in the same dynamic of pressures as the rest of the metropolitan area. Meanwhile, the stock of vacant homes represents only 2% of the total, around 700 units, one of the lowest rates among cities with more than 50,000 inhabitants.
Mayor Barnusell highlighted that "housing is one of the major challenges as a city and as a country, and from Granollers we activate all mechanisms and proposals: rehabilitation, home purchase, and promotion of affordable rental." The plan aims to facilitate access to housing, increase the public stock, improve the quality of the existing stock, and strengthen municipal services.
Key actions: new developments and direct purchases
Among the most notable actions is the completion of 17 homes on the promenade of Muntanya, whose municipal promotion is about to conclude. Additionally, the construction of 12 new flats on Ramon Berenguer III street is already planned.
The plan also promotes public-private collaboration and engagement with the third sector. The most ambitious example is the 136 affordable rental flats in the Lledoner sector, which will be promoted through this formula. Another priority line is the provision of housing for elderly people, which combines affordable rent with support services to foster autonomy.
Simultaneously, the City Council plans to acquire 19 protected homes during 2026 to increase the municipal stock. This direct purchase is in addition to the promotion of new construction as a way to increase the public offer.
Rehabilitation and strengthening of public management
The plan is not limited to construction. It includes a housing rehabilitation program to improve energy efficiency and accessibility, with specific aid for homeowners and community associations. The Local Housing Office will also be strengthened, offering advice and processing of aid.
The document will allow Granollers to apply with priority for grants from the Generalitat and the State, as having a valid local plan is a requirement to access many funding lines. Thus, the 23 million investment will be complemented by supramunicipal funds.
For the residents of Granollers, the plan translates into more options for affordable rentals, aid to renovate their flats, and a greater offer for young people and the elderly. The expectation is that the first developments, those on the promenade of Muntanya, will be ready by the end of 2026.
