Barcelona's Urban Guard launches the Druida Plan, a strategy that combines increased police presence, operational intelligence, and coordination with the Mossos to tackle drug sales and consumption in the neighbourhoods.
Barcelona's Urban Guard has activated the Druida Plan, a comprehensive initiative to strengthen the fight against the presence of drugs in public spaces. The strategy, presented this Tuesday, is based on three pillars: more officers at sales points, an operational intelligence system, and closer coordination with the Mossos d'Esquadra and municipal services.
The plan responds to a reality that, according to municipal sources, directly impacts security, coexistence, public health, and road safety. The greater availability of substances, the emergence of new drugs, and the constant evolution of distribution methods have led the city council to reinforce its detection and prevention mechanisms.
The first pillar of the plan is sustained police presence at retail sales points, drug houses, and areas of repeated consumption. The Urban Guard will deploy stable units in these environments to prevent drug-related activities from consolidating or moving to other areas of the city.
To achieve this, the force has implemented a permanent mapping system that classifies territorial risk and allows resources to be adapted to the real evolution of the phenomenon. The information collected by patrols and the ongoing monitoring of the most sensitive points will be key to prioritising interventions.
The second pillar of the Druida Plan is operational intelligence. The Urban Guard will integrate into a single analysis data from police interventions, public health incidents, neighbourhood complaints, administrative actions, and coexistence indicators. This information will allow for the identification of consumption and distribution patterns, detection of new sales points, and anticipation of possible shifts in the phenomenon between neighbourhoods and districts.
The aim, according to the same sources, is to move from a reactive response to an action based on anticipation. The information obtained will translate into concrete operational decisions: where to deploy units, where to increase preventive presence, and which situations require coordinated intervention with the Mossos d'Esquadra.
Collaboration between the Urban Guard and the Mossos has already yielded notable results. During 2025, 110 investigations were resolved, resulting in judicial entries and searches. These operations deactivated 165 sales points, arrested 210 individuals, and recovered 57 homes linked to drug houses.
In these operations, 472 kilos of marijuana buds, 345 kilos of hashish, 9,018 marijuana plants, 7 kilos of cocaine, 550 grams of crack, 580 grams of heroin, 75.5 kilos of MDMA, 13.1 kilos of methamphetamine, 16.7 kilos of ketamine, and 1.24 kilos of tusi or pink cocaine were seized.
The data from the first half of this year is also positive, with 90 arrests, 74 sales points deactivated, and 22 homes recovered. In these operations, 80 kilos of marijuana buds, 2,815 marijuana plants, 272 kilos of hashish, 18.2 kilos of ketamine, 7.4 kilos of cocaine, 4.3 kilos of MDMA, and 3.3 kilos of methamphetamine were seized.
The Druida Plan will also intensify preventive checks for alcohol and drugs in driving, aiming to reduce associated risks. The Urban Guard will enhance its presence at sales points and drug houses, and deactivate conflictive spaces to improve coexistence in the neighbourhoods.
For residents, the plan means increased police presence on the streets and a quicker response to complaints about sales or consumption points. The activation of the plan is part of the municipal strategy to address the drug phenomenon from a comprehensive perspective, combining police action with prevention and social intervention.
