The Metropolitan Urban Planning Director Plan foresees the convergence of the Gran Vía, Litoral and Travessera avenues in Montgat and Tiana, reinforcing their role as the northern access to the Barcelona area. The initiative aims to reconnect segregated neighbourhoods and improve sustainable mobility.
Montgat and Tiana are preparing to become the nerve centre of metropolitan mobility in northern Barcelona. The Metropolitan Urban Planning Director Plan (PDUM), initially approved for the second time in February by the Metropolitan Council of the Metropolitan Area of Barcelona (AMB), includes the convergence of three major metropolitan avenues in this area of Barcelonès Nord: the Gran Vía (C-31), the Litoral (B-10) and the Travessera (B-20).
These road axes, which total 240 kilometres of roads throughout the metropolitan area, are designed so that half of the residential land and 58.2% of industrial land are within 500 metres of public transport routes or active mobility paths. In the specific case of Montgat and Tiana, the triple convergence aims to articulate the roads, reconnect the neighbourhoods now segregated by infrastructure, and reconstruct the ecological connector of the Riera d'en Font, as stated in the documentation of the modification of the General Metropolitan Plan that protects this space.
The PDUM identifies this area as one of the Metropolitan Project Spaces (EPM), under the name 'Porta Maresme'. Here, actions are proposed to improve the integration of the set of segregated roads formed by the B-20, C-31, C-32 and N-II. The goal is to enable a modal interchange point, weave urban fabrics overcoming discontinuities, and improve access to open spaces.
The transformation of the C-31 is one of the historical demands of neighbourhood and environmental entities, which have been calling for its pacification for years. The urban plan considers it key to reducing pollution and noise levels, which currently exceed the recommended levels by 45% in the neighbouring areas. The proposal includes the continuation of the Travessera avenue at a high level, reconnecting the neighbourhoods and ensuring the continuity of the promenade that should protect the Litoral avenue.
Alongside the B-20, the PDUM identifies the reconfiguration of both roads as essential to break urban barriers and improve connectivity, especially between the two banks of the Besòs and the adjacent fabrics to the C-31. For the Litoral avenue, it is proposed to promote the lower stretch of the Besòs as a civic axis, through a new riverfront that reconnects the northern metropolitan area and restores urban relationships between neighbourhoods.
The convergence of these three avenues is also linked to the economic attraction that will be generated by the transformation of the obsolete industrial estates nearby and the development of the Tres Xemeneies area, a project for a technological, digital and video game hub that is advancing with the support of the administrations. According to the PDUM, when the project becomes a reality, public transport coverage in the area will increase from 53.2% to 98% over land designated for economic activity spaces, which will directly impact the centrality of the fabrics and the competitiveness of businesses.
For the residents of Montgat and Tiana, this transformation will mean a substantial improvement in their quality of life, with less noise, more green spaces, and more efficient mobility. The next step will be the final processing of the PDUM, which must be approved by the Generalitat, and the drafting of the executive projects for each avenue. The administrations expect that construction work could begin in the coming years, although there is still no specific timeline.
