The municipal council unanimously approved the allocation of €1,747,779 from the treasury surplus for improvements to pavements, signage, and a new vehicle. It also greenlit the adhesion to the network of climate refuges and an agreement with the ACA for the Morisques well.
The Sant Quirze del Vallès council gave the green light on Tuesday to a budget modification that mobilises €1,747,779 from the treasury surplus to finance a package of priority investments in the municipality. The measure, unanimously approved by all municipal groups, includes the largest allocation for the improvement of pavements and sidewalks.
The most substantial action, with €1,523,869, will be allocated to the renewal of pavements and sidewalks at various points in the municipality. This is supplemented by €121,910 for updating road signage, €90,000 for the purchase of a new vehicle for the municipal fleet, and €12,000 to cover the display cases for the restored banners of the Coral, after the initially planned subsidy for this purpose could not be used.
The session also served to report on the average payment period to suppliers for the second quarter of 2026, which stands at 29.76 days, a figure that reflects the financial health of the council.
In the chapter on water infrastructure, the council approved an agreement with the Catalan Water Agency (ACA) for the municipality to assume ownership of the well in the Parc de les Morisques. This groundwater collection infrastructure will become part of the municipal supply system, aiming to reinforce supply during drought episodes. The transfer is free of charge and means that the council will take responsibility for the management, maintenance, and conservation of the facilities, while the ACA will provide all technical documentation and remove the infrastructure from its inventory.
Institutional statement on video surveillance
The session began with the reading of an institutional statement agreed upon in the Board of Spokespersons, which supports the police video surveillance project in the municipality. The PSC councillor Juan Pérez was responsible for reading the text, which advocates for the installation of cameras at strategic points "to strengthen prevention, improve response to incidents, and facilitate crime investigation."
The statement emphasises that Sant Quirze is a safe municipality but considers it necessary to continue working to maintain this situation. In this regard, it highlights the lack of a Mossos d'Esquadra police station in the locality and calls for an increase in their presence to complement the work of the Local Police. The project plans to request funding from the Barcelona Provincial Council for the studies, installation, and maintenance of the system, and includes a transparent deployment that respects data protection regulations.
Opposition to the PLATER and objections
One of the most notable points of the session was the debate surrounding the PLATER, the territorial plan for renewable energies in Catalonia. The council unanimously approved an institutional statement in favour of a fair, democratic, and sustainable energy model, and to request that the initial approval of the plan be halted. The objections presented by the council, developed from municipal technical work and contributions from citizens and municipal groups, were also reported.
The objections call for a review of the planned zoning, protection of the Serra de Galliners and the ecological corridor, exclusion of this area from the installation of wind turbines, preservation of heritage, prioritisation of photovoltaic panels in already urbanised spaces, and ensuring the compatibility of the PLATER with current urban planning. The council advocates for an energy transition that combines the promotion of renewables with the preservation of the municipality's natural and agricultural heritage.
In this context, a motion by SQVEC-C for a renewable, fair, and planned energy transition was also unanimously approved, with the support of all groups except VOX and the PSC, who abstained. Another motion, presented by the PSC-CP for the reopening of the les Fonts wastewater treatment park as a local urban park, was also unanimously approved.
Climate refuges and other agreements
The council reported on the mayor's decree by which Sant Quirze joins the Xarxa de Refugis Climàtics of the province of Barcelona, a network of municipal spaces that offer protection against high temperatures. Additionally, the management contract for the Municipal Nursery School El Patufet was renewed with the municipal company COMU Sant Quirze del Vallès, S.L.U. for the period 2026-2030, ensuring the continuity of early childhood education services for children aged 0 to 3 years.

The residents of Sant Quirze will notice improvements in the coming months, as the works to improve pavements and sidewalks will be carried out throughout 2026. The renewal of road signage will also be implemented progressively, and the new municipal vehicle will be added to the fleet to strengthen municipal services.
