The Town Council of Sant Quirze del Vallès has established the Special Accounts Commission, which will study and report on the annual accounts for the 2025 financial year before their approval by the Plenary.
The Special Accounts Commission of Sant Quirze del Vallès has begun work to analyse the General Account corresponding to the budgetary exercise. This body, made up of members from all political groups in the corporation, is tasked with issuing a report prior to its final approval by the municipal Plenary.
The General Account is the instrument that reflects the economic, financial, asset and budgetary management of the Town Council. According to regulations, the presidency of the corporation must present the accounts before May 15 of the year following the one to which they correspond, a deadline that has already been met for the 2025 financial year.
Now, the documentation prepared by the municipal Intervention must be submitted to the Commission's report before June 1. The Commission, composed of representatives from the different municipal political groups, is responsible for conducting the technical study and issuing the opinion that will accompany the accounts.
Public exhibition and claims
Once the Commission's report is issued, the General Account will be publicly displayed for 15 days through publication in the Official Bulletin of the Province of Barcelona (BOPB) and in the administrative information space on the municipal website. During this period, and for eight more days, citizens will be able to submit claims, amendments or observations.
This public exhibition process is an opportunity for the residents of Sant Quirze to learn in detail about the economic management of the council and, if they deem it necessary, to formulate objections. The claims submitted will be examined by the same Commission, which will have to issue a new report with the necessary verifications.
The calendar establishes that the municipal Plenary must approve the General Account, if applicable, before October 1. Once approved, the Town Council must send it to the Audit Office of Catalonia, the external auditing body.
The Special Accounts Commission is established with the aim of ensuring transparency and control of public expenditure, a mechanism for accountability that is repeated every year. Its plural composition, with representation from all groups, aims to ensure broad and rigorous oversight.
The Town Council reminds that all documentation related to the General Account and the Commission's report will be available in the administrative information space, where the announcement from the BOPB and the complete file can also be consulted. This open access allows residents to thoroughly monitor the management of municipal resources.
The process, which will extend over the coming months, will conclude with the final approval at the Plenary, presumably before October. Until then, the Commission will work on the detailed analysis of the budgetary settlement and the financial statements of the previous financial year.
