The municipal council of Castelldefels has officially approved the new Mobility Ordinance and has given initial approval to the modification of the Civility Ordinance, two key files of the mandate.
The ordinary council meeting in July, held last Friday the 24th in the Town Hall's Plenary Hall, gave the green light to two of the most relevant files of the mandate: the definitive approval of the new Mobility Ordinance and the initial approval of the modification of the Civility Ordinance and public space use.
The new Mobility Ordinance was passed with the favourable votes of the governing team, made up of PP and SOM Castelldefels, the abstention of PSC and Junts per Castelldefels, and the votes against from Movem-En Comú Podem and ERC. Meanwhile, the modification of the Civility Ordinance received support from the governing team, the abstention of PSC, Movem-En Comú Podem and Junts per Castelldefels, and the vote against from ERC.
Both ordinances had been the subject of debate in the previous months, with contributions from municipal groups and citizens. The Mobility Ordinance regulates aspects such as vehicle circulation, parking, sustainable mobility, and coexistence between pedestrians, cyclists, and drivers. The Civility Ordinance, on the other hand, establishes rules for the use of public space, aiming to improve coexistence and mutual respect.
The council also unanimously approved the new tourist tax, which will tax stays in tourist establishments in the municipality, as well as the adherence to the local public procurement system of the Barcelona Provincial Council. Both measures received support from all groups.
In the educational field, the initial regulation of the Municipal Education Council of Castelldefels was approved, a participatory body that will oversee local educational policy. The text received favourable votes from all parties.
One of the highlighted points was the unanimous approval of the motion presented by ERC in favour of a heritage model serving the citizens. The motion urges the municipal government to promote policies that guarantee the social and cultural use of public assets.
In the field of civil protection, initial approval was given to the Municipal Civil Protection Single Document (DUPROCIM), an instrument that plans the response to emergencies. The text was unanimously approved.
The definitive regulation of weapons for the Local Police of Castelldefels was also approved, with votes in favour from the governing team, PSC and Junts per Castelldefels, the abstention of ERC, and the vote against from Movem-En Comú Podem.
In personnel matters, the partial modification of the job positions and the second partial modification of the personnel template for 2026 were approved, both with the support of the governing team and, in the second case, also from PSC and Movem-En Comú Podem.
The session also served to resolve the requests for compatibility authorisation submitted by municipal staff, approved with favourable votes from the governing team and the abstention of the rest.
In the recognition chapter, medals for dedication to police service and other public recognitions were awarded, approved unanimously.
One of the points that generated the most controversy was the ex officio recovery of a municipal demanial asset located in Polígono 6 Parcel 140 of Castelldefels. The measure was approved with the votes of the governing team and the votes against from the other groups (PSC, Movem-En Comú Podem, ERC and Junts per Castelldefels).
Finally, the substantial modification of the relationship of assets and rights approved in 2021 was initially approved, which is integrated into the modified project of the consolidated text of the Ordinary Works Project in the Bellamar sector. The proposal received votes in favour from the governing team, Movem-En Comú Podem and ERC, and the abstention of PSC and Junts per Castelldefels.
The July council therefore leaves a trail of decisions that will affect the daily lives of the residents of Castelldefels, from mobility to coexistence in public space, as well as taxation and civil protection. The new ordinances will come into effect once their definitive text is published in the Official Bulletin of the Province of Barcelona.
