The July plenary has definitively approved the regulatory bases for the first public housing park in La Garriga. Eleven of the fifteen flats will be allocated to young people aged between 18 and 35, and the remaining four to special groups.
The municipal plenary of La Garriga has given the green light to the regulations that will govern the allocation and economic regime of the 15 official protection flats located at Calle Can Terrers, 2-4. This is the first public housing park in the municipality, a project that the council has promoted to facilitate access to housing for young people and vulnerable groups.
Of the 15 properties, eleven will be reserved for individuals aged between 18 and 35, while the remaining four will be assigned to special contingents: individuals with a recognised disability of 33% or more, single-parent families with children, and individuals aged 65 or over. All flats have two bedrooms and an average usable area of 55 square metres. Additionally, they will have optional parking spaces and some optional storage rooms.
To apply for one of these homes, applicants must meet several requirements. In the case of the programme for young people, it is necessary to be aged between 18 and 35, to have been registered in La Garriga for at least three continuous years immediately prior to the start date of the procedure, or three years not necessarily continuous within the last seven years. It is also required that neither the applicant nor any member of the household owns or has usufruct of any property, and that they are registered in the Official Housing Applicant Registry of Catalonia.
Regarding income, the household must demonstrate a minimum net monthly income of 1,002 euros for the flats for young people, and 990 euros for the special contingents. The maximum annual income cannot exceed 18,341.92 euros for one person; 28,025.76 euros for two; 32,696.72 euros for three; and 37,367.68 euros for four people. For the flats intended for special contingents, the requirements are the same, except for the age requirement, which is replaced by the condition of belonging to one of the three mentioned groups.
The household can consist of one or two adults. If there are minors, the total maximum number of members cannot exceed four, with a maximum of two adults. Thus, families, couples, two siblings, a parent with children, two friends, cousins, or a single person can apply. The same person cannot appear in more than one application.
The plenary has also established that priority will be given to households of two or more people in which all adults are registered in La Garriga. This condition must be specified in the registration in the Official Housing Applicant Registry of Catalonia, taking into account the future household.
Rental contracts will have a duration of seven years. In the case of the flats for young people, they will not be extendable, with the aim of ensuring rotation so that more people can benefit. For the special contingents, an extension may be requested. The rent will be calculated based on the area, with a maximum of 6.63 euros per square metre per month, which sets the maximum rent at around 410 euros per month. This amount will be added to a deposit and the monthly community fee, but does not include services or taxes.
The allocation procedure will begin on the next working day following the publication of the announcement of the call in the Official Housing Applicant Registry of Catalonia, on the website of the Housing Agency of Catalonia. The council has proposed that the bases and the call be published on the next 15th of September. From then on, all registered individuals who meet the requirements will be able to apply for one of the flats.
With this initiative, the La Garriga City Council aims to respond to the demand for affordable housing in the municipality, especially among young people, one of the groups facing the greatest difficulties in accessing a flat. The approved bases represent a firm step towards the creation of a public housing park that, according to municipal sources, could be expanded in the future with new developments.
